The United States has identified Taiwan as one of 60 economies that have not sufficiently banned or enforced restrictions on imports made with forced labor. Consequently, U.S. trade officials are considering imposing a 10% tariff on Taiwan and several other economies. This proposal stems from a review conducted under Section 301 of U.S. trade law, which permits action against practices deemed detrimental to American commerce. The U.S. administration contends that the lack of enforcement regarding forced labor import bans creates unfair trade conditions, adversely affecting U.S. businesses.

Taiwan falls into a group of economies that have pledged to limit forced labor imports through trade agreements but have yet to fully implement these commitments in their domestic legislation. Other economies in this category include Bangladesh, Cambodia, Indonesia, and Malaysia. The report highlights that while Taiwan has made progress toward fulfilling its obligations, it still lacks a comprehensive legal framework to prohibit the importation of goods produced through forced labor.

The proposed tariffs are still under consideration, and Taiwan will have an opportunity to contest the findings during a hearing set for July 7. A final decision on the imposition of tariffs is expected later in July. Taiwan’s government has expressed optimism that ongoing trade discussions with the United States will preserve favorable trade conditions. They also noted that any new tariff measures would not be implemented immediately.
