President Volodymyr Zelenskyy has offered Ukraine’s approach to defense cooperation as a model for others to follow. Zelenskyy confirmed conversations with leaders from the UAE, Qatar, Bahrain, Jordan, and Kuwait about defense cooperation, and confirmed fulfilling a formal US request by ordering equipment and technical specialists to be dispatched. He described the resulting partnerships as genuinely reciprocal arrangements that benefit both Ukraine and its partners — a model of international relations grounded in mutual interest and practical contribution.

The model rests on Ukraine’s genuine capabilities. Engineers have developed Shahed interceptors costing as little as $1,000 per unit through four years of combat experience, producing systems that are in global demand. By offering these systems and the expertise to use them effectively, Ukraine creates partnerships grounded in real value — not the borrowed goodwill of a country asking for help, but the earned credibility of a country providing it.

The EU’s top diplomat acknowledged Ukraine’s approach at talks between European and Gulf foreign ministers, raising Ukraine’s experience as a model for regional drone defense cooperation. This international endorsement suggests that Ukraine’s model of contribution-based diplomacy is resonating at the highest levels of international policy-making.

Zelenskyy connected Ukraine’s cooperation model to his country’s peace goals, noting that defense partnerships advance Ukraine’s diplomatic position.
